HSE - Offshore Division (OSD)

The OSD part of the HSE web site contains much useful information on who we are and how we work, ongoing Key Programmes, Safety alerts/notices, topic information, published research reports and our Science and Technology Strategy.

About the Health and Safety Executive (HSE)

Britain's Health and Safety Executive (HSE) is responsible for the regulation of almost all the risks to health and safety arising from work activity in Britain.

Our mission is the prevention of death, injury and ill health to those at work and those affected by work activities.

We look after health and safety in nuclear installations and mines, factories, farms, hospitals and schools, offshore gas and oil installations, the safety of the gas grid and the movement of dangerous goods and substances, and many other aspects of the protection both of workers and the public. Local authorities are responsible to HSE for enforcement in offices, shops and other parts of the services sector.

The Department of Energy and Climate Change (DECC)

The Department of Energy and Climate Change was created on 3 October 2008, in order to give a greater focus to solving the twin challenges of climate change and energy supply. DECC  is responsible for all aspects of UK energy policy, and for tackling global climate change on behalf of the UK.

The work of DECC is divided into four key policy areas:

Global climate change and energy

UK energy supply

Supporting consumers

A low-carbon UK

Oil and Gas remain vital parts of the UK’s energy mix; both of these fossil fuels are used for electricity generation. DECC is responsible for licensing, exploration and regulating oil and gas developments on the UK continental shelf, working with the oil and gas supply chain, and regulating the environmental aspects of the industry including decommissioning. It aims to maximise the economic recovery of oil and gas from the UK’s oil and gas reserves, taking full account of environmental, social and economic objectives.

Offshore Oil and Gas Environmental Research Programme

DECC’s Environmental Research programme is closed but the two links below  provide details of the programme’s inventory, advice on the current R&D position and information about the Offshore Environment Unit.
