The Canada - Newfoundland and Labrador Offshore Petroleum Board (CNLOBP)
manages the petroleum resources in the Newfoundland offshore area on behalf of the Government of Canada and the Government of Newfoundland and Labrador.
The Board's authority is derived from the legislation implementing the 1985 Atlantic Accord between the two governments.
The mandate of the CNLOBP Operations and Safety Department is to administer the Atlantic Accord Implementation Acts and subordinate legislation regarding the safety of petroleum operations in the Newfoundland offshore area.
The objective of the Department is to ensure that operators have made all reasonable efforts to identify all the hazards associated with their proposed operations and that operators implement all appropriate measures to reduce the risk from these hazards to a level that is as low as reasonably practicable.
The Ocean Ranger Commission noted that "high standards of safety in the workplace are achieved when well-designed equipment is operated properly by well-managed and well-trained persons. Occupational safety is maintained by keeping these factors in a state of positive balance, in what is normally a highly dynamic situation." The Operations and Safety Department strives to ensure that operators keep these factors in a state of positive balance.
