Report from State Supervision of Mines: "Perception of safety among employees in the Dutch mining industry"

The SSM hopes that the findings and conclusions in this report will provide starting points for discussions between employers and employees, with a view to implementing measures to encourage improvements in the safety and health of employees at work.

During the period from June to September 2004, a stakeholder survey was carried out for the State Supervision of Mines (SSM). The target group consisted of senior and middle management and the directors of mining companies and contractors. However, in order to communicate with employees’ representatives and to find out their views on the aspect of ‘perception of safety’, the SSM organised a theme afternoon on 15 March 2005.
 
Participants included representatives of the various trade unions
(officials and representatives) and representatives of the works councils of mining companies active in the Netherlands.

The purpose of this theme afternoon was to obtain an idea of the perception of safety among employees in the Dutch mining industry as part of the consultation and participation of employees.
It was decided to take a workshop approach for the afternoon, with the following objectives central:
  • Assessing compliance with legislation and regulations concerning consultation and participation of employees.
  • Suggestions for any improvements in safety and health policy (including any necessary modifications to SSM’s enforcement programme).
  • Feedback of findings to the works councils, trade unions and mining directors.
  • Any agenda points for the consultations between the Minister of Economic Affairs and the directors of oil and gas-producing companies.

The findings from assignments I, II and III and the resulting theme ranking results are described in the report.
